Mediación Técnica – Sudan
Welcome to CardPlusPlay.com. This document outlines the
terms and conditions governing your use of our platform and constitutes a
legally binding agreement between you and Mediación Técnica, the legally
registered company in the Republic of Sudan and the owner and operator of the
platform.
Please read these terms carefully. By accessing or using
CardPlusPlay.com, you agree to be fully bound by the terms set forth below.
1. Definitions
- Platform:
Refers to the CardPlusPlay.com marketplace website and its related
services, owned and operated by Mediación Técnica, a legally
registered entity in the Republic of Sudan.
- Company:
Refers to Mediación Técnica, the legal entity responsible for
managing and operating the platform.
- User:
Any natural or legal person using the platform, whether as a buyer or
seller.
- Seller:
A user who offers digital products or services for sale through the
platform.
- Buyer:
A user who purchases digital products or services through the platform.
- Digital
Products and Services: Include, but are not limited to, game cards,
store cards, digital codes, software, applications, and digitally
delivered services.
- Manual
Delivery: Refers to the delivery of digital products or services that
must be fulfilled within a specified timeframe, either the platform’s
standard (no more than 30 minutes) or as set by the seller and displayed
in the product’s terms.
- Instant
Delivery: Refers to the automated delivery of digital products or
services immediately upon successful payment confirmation.
- Account
Balance: The internal financial account through which purchase and
sale transactions are executed on the platform.
Types of Balances on the Platform:
- Total
Balance: The sum of all balances linked to the user, including: wallet
balance + pending balance + on-hold balance + withdrawable balance.
- Wallet
Balance: The amount the user has funded via the platform’s supported
payment methods. It is:
- Non-refundable
and cannot be returned to the original payment method.
- Not
eligible for withdrawal outside the platform.
- Only
usable for purchases within the platform.
- Pending:
Funds being processed or awaiting confirmation for availability.
- On-Hold:
Temporarily locked funds due to disputes or verification processes.
- Available
For Withdrawal: Funds approved by the platform for withdrawal after
meeting all requirements.
- Withdrawn:
The total amount the user has already withdrawn from the platform.
2. Scope of Services
- The
platform provides a secure environment for buying and selling digital
products and services only.
- The
platform targets individual users, businesses, and distributors in Sudan,
Arab countries, and the MENA region.
- Physical
or tangible products are not supported or permitted on the
platform.
- Currently,
the platform does not offer referral or affiliate commission
programs. The platform reserves the right to introduce such features in
the future with publicly announced terms.
- The
platform may expand, reduce, or update its services at any time at its
sole discretion without prior notice.
3. Registration and Usage Terms
- Users
must be at least 13 years old, or use the platform under the
supervision of a legal guardian.
- Users
must provide accurate and up-to-date information during registration.
- Creating
multiple accounts is not permitted without prior approval from the
platform administration.
- Users
are solely responsible for maintaining the confidentiality of their login
credentials.
- The
platform may not be used for illegal, abusive, or fraudulent purposes.
- Selling
or transferring accounts to third parties is strictly prohibited.
- The
platform may request official documents to verify user identity or
activity.
- The
platform reserves the right to restrict account access pending identity or
document verification.
- Users
must update their information promptly upon any significant changes.
- The
platform reserves the right to suspend or delete accounts that violate
these terms without prior notice.
- By
registering or using the platform, the user is deemed to have accepted all
terms and conditions.
4. Payment and Wallet Funding
- The
platform supports payment via authorized electronic gateways and bank
channels, including Sudanese Pound (SDG) payments through both automatic
and manual (receipt/payment notice) methods.
- Funding
and conversions are calculated based on the exchange rate between SDG and
USD. The platform reserves the right to update this rate in line with
local market conditions.
- When
wallet funding is made using non-SDG currencies, the amount is
automatically converted to SDG within the wallet. All wallet transactions
are processed in SDG.
- Once
the wallet is funded:
- The
amount cannot be refunded to the original payment method.
- The
amount cannot be withdrawn.
- It
can only be used to purchase products within the platform.
- Products
are priced in Sudanese Pounds (SDG).
- The
platform periodically adjusts the exchange rate, and acceptance of this
rate is considered part of your agreement to the Terms of Use.
- By
using the platform, you implicitly agree to the prices and conversion
rates applicable at the time of purchase or wallet funding.
- Wallet
funding signifies your agreement to the prevailing exchange rate, which is
non-reversible post-transaction.
- Users
are responsible for verifying the accuracy of their payment details.
- For
manual wallet funding via bank accounts listed on the platform, users must
submit a clear payment receipt or notice, including the unique transaction
ID generated at the start of the funding request. This ID must be written
or pasted in the payment note.
- Wallet
top-up requests will only be processed after complete and accurate payment
verification.
5. Delivery of Digital Products and Services
- Products
may be delivered instantly (automatic) or manually by the
seller within the platform's standard timeframe of 30 minutes.
- During
the "awaiting delivery" period, the cancellation button is not
displayed.
- The
cancellation button is disabled if delivery has started or is already
completed.
- If
delivery is not completed within the specified time, the buyer may cancel
the order using the cancellation button, unless hidden due to delivery
already being in progress.
- The
platform reserves the right to review cases where delivery was not made
within the specified timeframe.
- The
platform is not liable for delays caused by force majeure or other
circumstances beyond the seller’s control.
6. Cancellation and Refund Policy
- Funds
deposited into the wallet are non-refundable.
- Refunds
can only be issued within the wallet and only in verified dispute
cases.
- If a
refund is approved, the amount is deducted from the seller’s balance.
- Buyers
may initiate direct conversations with sellers to resolve disputes.
- Refunds
are wallet-based only and are never returned to the original
payment method.
7. Complaints and Dispute Resolution
- If the
product is defective or not received, the buyer may initiate a direct
conversation with the seller.
- Both
parties must provide relevant evidence and documentation within the
conversation.
- If no
satisfactory resolution is reached, the buyer may escalate the issue to
the platform’s support team.
- The
platform will review the complaint, chat history, and evidence before
issuing a final decision, which may include:
- A full
refund
- A partial
refund, based on product count or usage level
- The
platform’s decision is final and binding and may not be appealed.
8. Responsibilities
- The
platform acts as a digital intermediary and is not a direct party to sales
or deliveries. However, it assumes responsibility for dispute resolution
when necessary.
- Sellers
are solely responsible for the accuracy, quality, and timely delivery of
their products.
- Buyers
are responsible for carefully reviewing product descriptions before
purchasing.
9. Seller Obligations
- Products
offered must be legal and owned by the seller, or the seller must have the
right to sell them.
- Physical
or tangible products are strictly prohibited. The platform is exclusively
for digital products and services.
- Sellers
must accurately describe their products.
- Sellers
are fully responsible for product accuracy and prompt delivery.
- Delivery
times and working hours must be clearly stated in manual delivery cases.
- Sellers
must deliver within the platform’s standard timeframe (30 minutes) unless
otherwise specified.
- The
platform may remove or disable any listing that violates its policies
without prior notice.
- Sellers
must respond to messages and complaints in a timely manner.
- Sellers
must respect the platform's decisions in dispute resolutions.
- External
communication with buyers outside the platform is strictly prohibited.
10. Buyer Obligations
- Ensure
that the product description and delivery terms are read and understood
before making a purchase.
- Engage
seriously and respectfully with the seller in case of an issue.
- Submit
a formal complaint only if no resolution is reached with the
seller.
- Respect
the platform management’s decisions regarding disputes.
- Do
not misuse the cancellation button or the complaints system.
- Communication
with the seller outside the platform is strictly prohibited.
11. Prohibited Content
- It
is strictly prohibited to sell, display, or exchange any product that
violates the law or contains offensive, fraudulent, pirated, or
copyright-infringing materials.
- Prohibited
content includes, but is not limited to: pirated software, stolen codes,
accounts that are not allowed to be sold, pornographic or violent
material.
- The
platform does not permit the sale of game accounts or services that
violate the terms of third-party companies such as Steam, PlayStation,
etc.
- The
platform reserves the right to remove any violating content and ban the
account without prior notice.
- The
platform cooperates with competent authorities if any legal violations are
discovered.
12. Security and Privacy
- Users
are solely responsible for keeping their login credentials secure.
- The
platform is not responsible for any misuse of the account resulting from
user negligence.
- The
platform is committed to protecting user privacy in accordance with
applicable local and international laws.
- User
data will not be shared with third parties without legal cause or prior
consent.
- Your
data may be used to enhance service quality, ensure security, and enforce
the law.

13. Disclaimer of Liability
- The
platform acts as a technical intermediary between sellers and buyers and
does not guarantee the quality or suitability of products, although
it does intervene in complaint cases.
- Users
are solely responsible for their transactions and must verify product
details before completing any purchase.
- The
platform is not responsible for unauthorized use of accounts caused by
user negligence.
14. Account Suspension and Termination
- The
platform reserves the right to suspend or terminate any account that
violates usage policies or harasses other users.
- Users
have the right to request account deletion by contacting technical
support; however, some data may be retained for legal or regulatory
purposes.
15. Intellectual Property
- All
copyrights, designs, and content are the exclusive property of
CardPlusPlay.com.
- No
part of the website may be copied or republished without written
permission.
16. Amendments to the Terms
- The
platform reserves the right to amend or update these terms at any time in
the future.
- Users
will be notified of changes via email or upon login.
- Continued
use of the platform after such modifications constitutes explicit
acceptance of the updated terms.
17. Governing Law and Jurisdiction
- These
terms and conditions shall be governed by and interpreted in accordance
with the laws of the Republic of Sudan. The courts of Sudan shall have
exclusive jurisdiction over any disputes arising from them.
- Some
services or conditions may not comply with laws in other countries; users
are responsible for ensuring their use of the platform complies with their
local laws.
18. General Provisions
- This
document serves as the official reference governing the relationship
between the user and the platform.
- Any
use of the platform implies full and final acceptance of all the terms
outlined.
- If
these terms are presented in multiple languages, the Arabic version shall
be the official and legally binding version.
- By
using CardPlusPlay.com, you confirm that you have read and fully agreed to
these terms and are committed to complying with all the conditions stated
above. If you do not agree to any part of these terms, please do not use
the platform.
